There has been a tremendous outpouring of global support for Ukraine during the current conflict. In fact, billions of dollars in assets and funds have been directed toward humanitarian support and military efforts.
But... there is one group that has been left in the shadows to work and operate without funding, training, or support.
Ukraine's Police & First Responders.
As with most conflict zones, priority falls on military and humanitarian efforts, but little to no support is given to the men and women who continue to serve their communities.
There are an estimated 40 million Ukrainians who are in desperate need of competent, professional, and well-trained law enforcement officers in their hometowns or cities.
Together, we can support these communities by providing training, equipment, and expertise from world-leading experts in Law Enforcement and Emergency Response.
Ukrainian police and emergency medical personnel are critically understaffed and undertrained. This causes more and more damage to the community.
Our experts have offered to donate their time and expertise to make this a reality.
All donations raised through this effort will be distributed to verified organizations to assist in training delivery for emergency services and law enforcement, procure tactical, protective, and medical equipment required to provide life-saving services to Ukrainians, and start building an evidence-based training system to support Ukraine's first responders during stabilization efforts post-conflict.

All funds collected for this project will go directly to the implementation and delivery of training to the close to 160,000 police officers in Ukraine.
During the initial fundraising period, all funds will go toward producing and delivering life-saving training to members of the Kyiv Regional Police, the National Police of Ukraine, and regional police academies.
Through collaboration with Ukrainian officials, we have identified key topics which optimize the operational effectiveness of first responders. These include, but are not limited to:
These training programs will be developed by Canadian, US, and European subject matter experts. All instructors and materials are accredited through national and international training standards.
Additionally, 3rd party providers will be used for the translation and transcription of training materials.
The initial delivery of training materials will be through the ILET Network's Online Training Portal and/or other identified means of distribution.
Subsequent to the delivery of training to the National Police of Ukraine, all efforts will be made to coordinate with local, regional, and national emergency response agencies to facilitate the online delivery of all training materials deemed critical by their independent command teams.
Priorities during this phase include:
As a continuance of Phase 1, all Phase 2 support will be delivered remotely through the ILET Network Online Training Portal and secure voice/video communications software.
Almost all training, especially tactical and medical specialties, is best delivered in person through qualified and experienced instructors.
Through collaboration and cooperation with Canadian, US, NATO, and Ukrainian Departments of State, Phase 3 will see a select team of instructors deployed to a NATO-allied country meet with and train selected instructors from Ukrainian agencies, upon request.
Alternatively, a select group of instructors and trainers from Ukraine will be selected and transported to a training facility within North America to facilitate training.

Founder and CEO, ILET Network
As the founder of the International Law Enforcement Training (ILET) Network, Adam has facilitated training for over 15,000 public safety professionals. He is a former Infantry Officer with the Canadian Forces and is an accredited International Law Enforcement Instructor.
International Liason & Subject Matter Expert - Investigations & Intelligence
Stephen is an Intelligence, Security, and Investigation Professional with extensive experience conducting special investigations. His depth of knowledge of government corruption, human trafficking, counterintelligence, and organized crime, demonstrates a focus on being diverse and seeking the most challenging cases.
Stephen holds positions on the Board of Directors of the World Association of Detectives (WAD) and The National Council of Investigation and Security Services (NCISS) along with being the designated International Liason Officer for the ILET Network in Ukraine.
Subject Matter Expert - Police Practices
Dr. Black is a former Special Operation Sergeant Major with the U.S. Army where he deployed overseas to Bosnia, Asia, Africa, Europe, and the Middle East, including several classified operations. He specializes in International Humanitarian Assistance and Disaster Relief (HA/DR), Civil Affairs, and Psychological Operations.
He also served a 23-year career with the Washington County Sheriff's Office and served as an Adjunct Senior Instructor for the Oregon Police Academy Department of Public Safety Standards and Training, where I taught Defensive Tactics, Use of Force, Vehicle Stops, and Confrontational Simulation.
Subject Matter Expert - Police Practices & Curriculum Development
Dr. Shipley previously led the Strategic Research, Planning, and Curriculum Design Unit of the Ontario Provincial Police Academy. He previously served as Chief Instructor of the General Patrol Training Unit which included implementation, delivery, and budgeting of operational front-line police training required for an organization of 6,500 officers and 9,000 employees.
Subject Matter Expert - Active Threat & Tactical Medical Response
Robert is currently a Police Officer, Active Shooter Program Coordinator, and Firearms Instructor for the Memphis Police Department. He is also a 19-year veteran of the U.S. Air Force Security Forces where he served as Lead Instructor at the Pre-Deployment Training Center and was responsible for providing critical combat training for over 1,200 members annually. He also Assisted in the development of the Military Operations in Urban Terrain (MOUT) course and CQB training.
Subject Matter Expert - Human Behavior Pattern Recognition & Analysis
Greg is the former Director of Human Behavior Pattern Recognition & Analysis / Irregular Warfare for Orbis Operations in McLean, Virginia and is currently the Director of Training and Innovation for Arcadia Cognerati. A decorated military and law enforcement veteran, Greg created Combat Profiling and the Combat Profiling Program of Instruction (POI) and the USJFCOMs highly successful Border Hunter Program of Instruction (POI).
He has developed programs for Private Security Firms, several major Air Lines, numerous school systems, First Responders, and Law Enforcement agencies.
Subject Matter Expert - High Threat Protection
Brian is a decorated Marine, High Threat Protection security professional, and Subject Matter Expert on Human Behavior Pattern Recognition & Analysis. He has spent the last seventeen years conducting both real-world and training operations all over the United States, the Middle East, and both Central and East Asia.
He formally worked as a Senior Instructor/Team Leader for Orbis Operations where he trained hundreds of Law Enforcement Professionals including US Border Patrol, DEA, ICE, TSA, US Marshals, and other federal, state, and local law enforcement agencies.
